Not sure why, but sometimes the interactive panning of a viewport while the 2D Pan/Zoom is engaged has a much smaller effect when I'm zoomed in. It means I have to keep repeatedly dragging to pan across the viewport. Most of the time, this isn't the case, and I can pan with little effort.
