- No combined object: you have more than 20 wheel/nCloth objects.
Why not combined objects as suggested?
- No nConstraint for center.
I highly recommend to test the scene-setup with a very simple test/demo scene.
1. Create a Polygon Cylinder, rotate it 90°
2. Create nCloth
3. Select both center vertices, then nConstraint -> Transform Constaint
4. Create nParticles emitter and move it over one side of the cylinder
Start Playback.
Don't try anything more complicated before you can't make this work.

because, as i said, as soon as they are combined i cant just chose these 2 shift select the particle and transform contrain them anymore. when i combine the whole object nothing is working anymore

thanks for the motivation tho. i rather stick to this and evolve my skills! it worked before with simple objects, now its time to try out bigger things

the wheel is combined, ncloth is on it and it has a constrained transform with the particle and it still falls from the scene. im doing something wrong

Hi!
You need a fresh scene to start with, there are a lot unnecessary connections and nodes in your scene, which prevents a correct workflow.
1. Export your wheel mesh(es) as .obj.
2. Import the obj into a new scene.
3. Then combine.
Now it should work as intended.

With your last scene only 1. and 2. is needed because it's already combined.

1. Select "pCylinder4" in your scene.
2. Export Selection as temp.obj
3. Create new scene
4. Import temp.obj
Now all wrong and unnecessary connections and nodes are gone.
Then you can start fresh, correct mesh (if wanted), create nCloth and add nContraint.

do you wanna see my outliner? the entire mess is still there and as i said before, when i ncloth the wheel and combine it, i CAN NOT chose only 2 pieces and constrain transform them. it doesnt work. i wrote this a few times now 😕 when the whole object is COMBINED i cant chose only 2 pieces! the whole object get selected 😕 and it falls off the scene. when i want to make a active riged body it tells me that i first need to select polygons, which i already have selected.

2. But It's already combined why combine again?
3. For nConstraint select only 2 vertices not 2 objects.
Forget "active rigid body", you can't have (and don't need) both (nCloth + Rigid Body).

YOU NEED A FRESH/NEW SCENE.
You may try a reset of your preferences, i doubt it helps in this case but it's worth a try.
Rename the folder prefs in folder 2015 to something like prefs_backup, or to reset everything, the folder 2015 to 2015_backup (or even the maya folder to maya_backup). Maya creates new folders (don't copy preferences from previous Maya versions). Detailed at:

Again:

what do you even mean with one object? my water wheel is more than one polygone 😕 its really not helpful restarting the whole thing over and over again.
ive combined the wheel, put an ncloth on it and cant constraint transform the 2 single pieces with the emitter anymore. it might work for your but it doesnt with me. i said it before and i say it again. as soon as i combine the whole object i cant select 2 seperate pieces and transform them with the emitter and besides the wheel falls off the scene although theres an ncloth on it!
maybe all those things works in different sequence for me. not sure

2. What 2 singles pieces, there should be only one piece/object, the wheel, made by multiple components like polygons/vertices/edges?
(It also will only work correct if you do this a fresh scene as suggested with import / export.)
