Custom Scripts Won't Stay on Shelf

I created scripts in the script editor and then put it on a shelf with 'Save Script to Shelf'. When I restart Maya the icons are no longer on the shelf. What can I do to make them permanent?

Did you do Save All Shelves command before restarting Maya ?
