Top of the rig not following mesh after painting weights.

Hello, First time rigging here! I have a very simple character here that I have rigged successfully so far. After trying the component editor, isolating the relevant joints that wont disrupt the mesh shape , using all of the bind methods (I decided on heat map)and combining the top leaf shape to the body. I cant seem to get the leaf joint to move with the geometry without it pulling on the mesh. 

The outliner shows the leaf joint hierarchy. 

Any suggestions or help would be appreciated!

The leaf controls need to be parented under the "Head_ctrl".
