Time Editor: Blend Body Parts (HIK)

Hello, I've got a question involving Maya 2018's time editor. 

 

I've got two clips of animation for a biped. I want the first clip to only be influenced by the second clip from the spine up.

So for example if the first clip was of my character running and the second clip of my character standing in place and waving, I would want over time to blend the arms from running to waving, but have the character's legs running the entire time.

I'm unsure how to achieve this. I tried adding the character's arms from the second clip to an override layer and placing the second clip below the first clip in the time editor, but it only created an inbetween pose for the arms and influenced the legs of the first clip. I'm also using an HIK rig which might be affecting something.
