This could be because effector is controlled by something else. Select the head effector and go to channel box, if there is any connection going on you should be able to see that there. You could post that screenshot or share the file if that's possible for further assistance.

i can not manipulate any rigs so i must have turned something on or off

Seems you're using an HIK rig. Would you show your control rig setup?

As I suspected, the selection is currently on "selection". In this mode, you cannot manipulate any controller/effector if it's not IK. You can change the selection to "body part" which is just left to that and that should fix it.

Can you give me the solution below the image why control rig option is disable i search many time in google for the solution but i can not find the solution please tell me the solution if you know?

i think any tool of maya is not install in my system otherwise if you know the problem then give me the solution.

Just enable IK Blend if it is 0.00 make it 1.00.
