Why Hulk rig is getting so distorted?

Hi

I am trying to give motion to the Hulk rig. Why its head and torso gets stretched and deformed? I never given any such motion on that vertices.

Looks like either they're skinned to something that isn't moving with the face or the face joints are getting left behind.
