iLogic Ribbon doesn't display external rules until reload

Curious as to whether anyone has seen this behavior before and potential cause. 

Seems to occur randomly.

Hi @william.  That certainly is odd behavior.  Do you have all your 'iLogic Configuration' settings set-up properly?

Tools tab > Options panel > iLogic Configuration (opens 'Advanced iLogic Configuration' dialog)

Make sure the 'External Rule Directories' section is filled in, and make sure the 'Default Extension for External Rule Files' setting is set the way you want it.  Then, just for good measure, it's usually a good idea to export these settings to an XML file, using the buttons provided along the bottom.

yes I checked all the mentioned options. 
It was happening on all files in the Inventor session yesterday, opening from vault, create new part, etc. 
Started Inventor this morning and no issues. Pretty hard to troubleshoot with not much info. I just wondered if anyone else had this issue and knew of a cause/solution.
