How to add XY (+Z) and XY (-Z) views to TOP plane view? I'm not familiar with any sort of editing of the code, especially not in Inventor.
I'm using 2015.

I'm not sure how to add to that list, but you can redefine any view to be the Top View. Try this:
Click on the Right view of the view cube
Then right-click on the it and choose Set Current View As > Top

It's not clear to me what your overall goal is, but I wonder if you were to edit your template file and then make this change, and then save the template, would that get you closer to what you're after?
This would result in all new files having the view set up as you wish.
