Default.ivb behavior??

Hi
I am having some irratic behvior with regards to our Default.ivb. For the most part our setup has worked fine with the odd problem here and there but today entire groups lost access to it.
In general our network config is like this:
I have a master copy of all templates, design data, macros, ilogic that i edit.
We then have 6 departments in 6 physical locations (around the globe) that each have one (local to the network location) copy of the templates, design data, macros, ilogic.
At each of these locations there are min 5, max 35 users all pointing to the domain read only server template files. So that up to 35 users all pointing to the networked Default.ivb set by way of standard Application Option files. Its only the network folder that is read only, the physical file on the server does not show read only in the windows attributes although i'd like to think this cascades down from the domain permission?
2 of 6 locations have reported this problem before to some degree:
1. Macro's dont work. Clicking on any of the user command icons does nothing.
2. On further investigation the Default.ivb project file has not been loaded. ie the VBA IDE is completely empty.
Trying to load the same project manually does nothing.
Loading a copy of the file from the same location works.
Loading the problem file from any other location (network or local) works also.
Can anyone explain if the 'Open as Read Only' check box, when browsing to the Default VBA Project, persists between sessions?
Any other recommendations?
