Cone Unfold K Factor

How come when I unfold part of a conical segment that is the same arc length all the way down the part the flat pattern edges are not parallel?  I have the K-Factor set to 1 so the flat pattern should be the same length as the outside edge.  I modeled a short circular segment and it unrolls how I would expect.  How come the flat pattern does not come out to 59.25 and how come the different ends are different widths?
