Cannot remap F7 to do something else

Hi. In assembly, I want to reassign F7 key to "Half Section Cut".

But in key shortcut assignment, it will not accept any function key.

How can I fix this?

"Some keys are reserved for specific purposes. For example, all of the F-keys (function keys) are reserved for global operations, and are not eligible for use in custom shortcuts"
