Adding menu items to Tools pulldown menu

Can anyone give me the specifics on adding a new menu item to this dropdown menu? TIA, Bob S.

In help do a search for "Environments" then click on the first item it returns " Environments" At the bottom of the page it shows adding a dropdown menu. Rather than adding a new one you would just have to find the tools dropdown, and add it to it. Just curious; new with Inventor 9, isn't there a way to add menu items without using an add-in? Bob H.
