The desktop icon "Nastran Editor Utility" opens the "Editor" that you show in the first image. The Editor is used to make minor changes to an existing Nastran file (.nas file), run the analysis, and optionally look at results.
The desktop icon "Command Solve Nastran" is used to run an existing Nastran analysis (.nas file) using a command prompt. If you want to run 500 models sequentially, you can put them in a batch file and run them from a command prompt. Or if you have a large file and want to increase the amount of RAM by closing Inventor, you solve the analysis from a command prompt.
For your last question (Do I really need them, or I should discard them?), that depends on what you plan on doing! Most users use Inventor to create the model, setup the analysis, run the analysis, and view the results. If that is all you plan on doing, then you can delete the desktop icons.
Even if you plan on using either desktop icon occasionally, you do not need the desktop icon. You can access both of those through the Windows Start button.
