Tube&Pipe settings should be available in Application Options

At the moment the Tube&Pipe Runs settings can only be modified and/or setup on the assembly. Please move those settings to Application Options to easier defined them globally for all users.

I like the idea however there are important details to consider.

1. Those are 'template' settings. https://blogs.rand.com/manufacturing/2016/03/custom-tube-pipe-styles-creating-a-custom-tube-pipe-sty... should help but I think you may need to place a run, change the settings, then overwrite your template.
2. Tube & Pipe (also Wire Harness) are Professional add-ins so I doubt they cannot be easily added to the core Inventor Application Options. I think a separate dialog for T&P Application settings could be added.
3. If this does become an 'application' setting then I think it should be setup like the Display Appearance.
