Locking Custom Parameters & Re-Order Parameters

At my company we have been utilizing iPart & iAssembly Factories in order to create custom templates and standards to more or less automate our design process and to push corrections and modifications through all affected files by changing it's parameter in a single custom base file.  What we would like to be able to do is to be able to lock certain parameters even if it were only done by checking an option box, to help prevent certain data values from being changed by accident, without having to create specific iLogic Rules to Notify the user that those parameters were created as "standards" and should not be edited without Administrator approval.  Another thought would be to have some sort of management option, similar to vault permisions, where only certain users could modify certain data values. 

Also it would be very helpful if users were able to reorder and move parameters around to help group parameters together without having to redo the parameters from scratch or via an xml file everytime.  If it were possible to create groups which could be assigned to parameters, similar to the filter, that could be very useful as well.
