Fix "included zeroes" in imperial dimensions

This has been an ignored bug for years, so I'm resubmitting the idea again. It's so simple, I can't believe it's still an issue. Please don't just archive it again. Everybody, please vote even if you don't use imperial units because this is a terribly annoying problem to have.

In imperial units, it's common to "include zeroes" in dimensions like 1'-0 1/2", but ignore the zero dimensions less than 1". You'd never put  0 1/2", it should be 1/2". This zero should not be considered "included" since the leading zero has been ignored! The only workaround I've found is creating a second style and manually changing every dimension that is under 1" to this style. Workarounds are UNACCEPTABLE.

It should also be noted that I'm a regular user of many CAD packages and Inventor is the only one who hasn't been able to figure this out. Out of the box, AutoCAD and Revit both work as I'm requesting.

Still waiting to hear why the Inventor development team thinks this feature is functioning properly. It shouldn't matter how many votes there are here, this is a BROKEN TOOL.
