Our users complain about the degredation of contrast in the last versions of Inventor. It's about edited components in an assembly. Post 2018 version show a reduced contrast. Dark mode seems even worse.
In 2020 we adjusted the light theme a little and added a dark theme. The change you are seeing specifically was to reduce the visual impact of inactive items when you are working on an in context edit. Before it was difficult to tell which were active and which were not. We did go away from the stark white background that we had previously when we updated to the most recent light theme and this may be the main contrast difference you are seeing. Another thing that happened is the icons were updated across the board. If you are more comfortable with the legacy style icons shown in 2018 you can check the Amber option in application options.
Here is some more info. It looks like your dark theme screenshot is from 2021.1. We made a change in 2021.1 based on user feedback that it was difficult to tell which elements were active/inactive. This was also complained about in 2018 and earlier. We choose to make these inactive elements appear more disabled in order to make it more clear.
We made sure to monitor the feedback carefully, but the change was positively received in testing.
