block ordering in derived parts to match source part

This is related to Reorder Blocks in browser - Autodesk Community idea
This is a great improvement from not being able to reorder blocks. 
However, when viewing the block list of a derived part, it does not match the same ordering in the source part. This would be great if it matched.
