Align balloons in a drawing view

It would be nice align the same distance between positions(balloons) as positions(balloons) with many items. When I use automatic "Vertical Offset" distance is incorrect.

I can't align some positions(balloons) to one fixed position(balloon). That is second problem in version 2016. I cry for this lost function.
