Add layer control to the Format menu in the Drawing environment

When editing Drawing borders and title blocks, especially when importing from AutoCAD, it would be more convenient if the Format menu contained the layer management tool.

Currently, you must switch back and forth between the Sketch tab and the Annotate tab to modify object formatting.

With the layer format control combined with color, linetype, and lineweight, fewer tab switching would be required.

The only way I found is to customize ribbon using RMB, and adding necessary options.

The result looks like below. I have added Edit Layers; Layers; Styles.

But now I don't know how to force it to look like on Annotate tab with dropdown menus.
