Should have been there all along, but Inventor will not allow this. SolidWorks does it quite nicely. Just the ability to click on the BOM balloon attachment point at tip of the arrowhead and move it to another edge on the same component or another component edge altogether, and the balloon item number should automatically update accordingly.
