Why can't I extrude this?

It displays an error message that I don't understand (relatively new to Inventor). How can I fix that to extrude it and can I upload the .ipt file here?

Sketch2 is missing Tangent Constraints and Dimensions.

Sketch8 in the file that you Attached here does not have a closed profile as shown in your image and I would not use Project Cut Edge on complex helical geometry (not needed and computationally expensive).

I have to wonder if you really want Extrude, or do you really want Revolve.

Do you have an image or link to a similar part that already exists in the real world?
