I think the quality of your geometry is what's causing the bug.
I played it safer. I'm used to exporting DXF from sheet metal flats, so, first I thickened by 1mm (both ways) your surface, copied it (using copy object) into a new repaired surface and stitched it to make it solid for sure (got rid of the old "faulty" surface), then finally made a flat pattern out of it and exported. See attached.
EDIT: your original imported surface was a mesh, that is why it is crappy to do any work with it (meshes should be converted to regular geometry first).

When you saw, that the Surface was a Mesh?
And how to Convert the Mesh to Surface?
When i make a Thicknes from the Surface, then i have a Solid.
What you mean , that you still stitched Ther Surface and repair the Surface.
how did you repair the Surface?

for me it works not Always
For example File Surface_A.ipt
In This Case, im not able to select the SurfaceBody or Face etc..
It works only, when i save this File as STP, and Then i Open in Inventor.
Now im able to select The Face with Method Repair Bodeis
I was hoping, that it solve my Problem with Unwrap, but without Success.
