How can I give this kind of a pattern on a piece of flat sheet in Inventor ?

There is an appearance called "Diamond plate" for this.

How can I apply this ?

When you have your part, just select the face > go to appearance drop down and choose Diamond Plate:

[BDCollett]

As blanb said, you can override the appearance with the diamond plate.

If you want to always have it applied to a material, you can create your own, call it "Aluminium Tread Plate" or something and then apply that appearance to it.
