C prompts engineering notebook - but its not listed to change
Why can I not disable C from prompting the engineering notebook

Here "C" only triggers constraints in an assembly, and creates a simulation inside stress analysis. Try ordering your commands by Keys to verify what's associated for that:
You can also wipe it all back to default by using: start menu > all Apps > Autodesk Inventor 20XX > Inventor Reset Utility (after saving your settings under Tools > App. Options > General > Export).
