I don't have time right now to work up a solution, but as a bit of encouragement I would say yes, it can definitely be done.

You might download the old iFeature examples from cbliss.com for reference. Yeah - what mcgyvr said.

I think you must have misunderstood the cbliss iFeature reference - you don't use this - you only examine to see how it was done and then use that technique (from scratch) to solve your problem, essentially, answer the question you just asked.  You simply need to constrain to your sketch circle.

Simply use multiple punch features (via multiple sketches.. or share the sketch and use the required sketch points multiple times) and give each one the required size.. 

Notice the "size" tab of the punch tool dialog box during placement..

Note: any that are the same size could be done with 1 sketch (like the top/bottom louver)
