There has to be a way to lock an image in place?

I do not want it to move around on me when I am placing text on top of it.

Yes.

Simply add Fixed Constraints or add dimensions relative to Origin or other geometry.

I do not see how I can do that. I am not placing any model files on my drawing sheet to dimension or constrain.



This is more graphical than a part or assembly sheet with a title block.



The project I am working on is more like something in Publisher or Illustrator. Programs that I don't have.

Sounds like you might be trying to insert an image into your title block.

Yes, I thought you were referring to a part sketch rather than a drawing.

 I don't have time to experiment right now, and you really haven't provided enough information, but my experiment would include either Sketched Symbols or Border or Titleblock sketch (with placed image) as @Cadmanto suggests.

A few years later and this question never found it's solution.  I often run into this as well.  Below is an example of a image inserted over a dimensioned view.  I need to drag my dims out of the way, but in doing so it will move the graphic instead.   There is no way to lock the graphic in place. 

The only success I have had is to hover over a leader/dimension/text item > Select Other > select your item and manipulate. This prevents an accidental selection/move of the graphic.  I hope this is helpful.
