I am try to create a balloon style to have the item number in a balloon with text after it. I need it to look like the top one (which is just text next to the balloon) but it wont retain the balloon as it looks like in the bottom one.

If you create a Leader Text attached to the balloon without creating the Leader Line, it will stick to it.
RMB and select Continue without creating the leader line.
This will bring up the Format Text box and you can link to your parameters. It will follow wherever you move it and the input can be controlled fairly easily.
