Inventor 2024 revision cloud clips at object boundary

When I place a revision cloud on top of any annotation other than a table, the cloud is clipped to the object boundary. So it effectively disappears and fails to highlight the text or annotation that has changed.

All of our team members have the same issue. We are all running 2024.2.
