I have had issues with drawing templates in the past as well. If you haven't already, I would go to the templates folder (inside "users > public > documents > autodesk > inventor > templates" by default) and drop in any template files you regularly use. While it isn't a perfect -- or clean -- solution, it should typically help you out in the meantime until you find a fix; however, it appears inventor isn't reading the files properly. I would try to download a basic template from the internet -- ie. no titleblock, border, anything that could catch it up -- and see if you can open it from there.
