Inventor 2018 Publishes dwf the first time, then dwfx after that

I'm not sure if this is an Inventor problem or a Vault problem:
My company uses a dwfx visualization folder on the server to allow the shop and the purchasers to view drawings. A visualization is generated every time a drawing is checked in to the Vault.
Ever since we upgraded to Inventor and Vault 2018, the first time any drawing is checked in this visualization has been created as a dwf rather than a dwfx. If the drawing is then checked back out and in again it will create a dwfx instead and will continue to do so going forward. This means that there is now a dwf and a dwfx copy of the same drawing in the visualizations folder and that they are at different revisions. This is causing massive confusion and has already lead to some parts being built from the wrong revision of a drawing because both versions exist in the folder and the worker opened the older file.
I've been trying to be diligent about checking the folders within the visualization folder as often as possible and deleting the dwf files, opening the related drawings, and checking them back out and in to create up-to-date dwfx files, but it's very time consuming and as far as I can see it will be ongoing for a long time, as these dwf files are still being generated on an ongoing basis by all members of the engineering team. This is costing a lot of time and causing delays/rework in the shop and in purchasing.
The Vault visualization publish options are set to DWFx for every application in the list.
Does anyone know of a fix for this?
