My goal is to add commonly used notes into the .idw template file with the intent to save time not having to type them over each time we do a new project.
I noticed after I wrote a few notes (inside the template file) I wanted to test if it was working. I hit save, closed out, then created a new .idw file.... The leader text does not show up! The other text shows up just fine. ANY IDEAS???

I don't believe this is supported at this time. I would encourage you to log a wishlist to the ideas forum.
As a workaround, you could try this:
1. Create a new sketch symbol
2. Create your own custom leader text and add text to it
3. Save the symbol
4. Save the drawing as a template
5. New drawing from your newly created template
6. Insert your custom symbol
(the pain with the above workaround is that the leader you create may not conform to the same style as your original drawing leader, but you should be able to mimic it by adjusting the sketch line properties).

Thank you for taking the time to explain this out.
Using the Sketch Symbol with leader visible is a good work around.
It took a while for me to figure out how to change the insertion point, by default the leader was going to the center of the text. I think I've got it now. Thank you for your help!
