Seems not being possible.

Workaround could be thickening of a boundary patch, created from an offset curve.

Can you post your 'Part 5' here?  What version of Inventor are you using? 

 

On the face of it, this looks easy to do, but it would help to know how you started your rectangle and how big you want the rib to be.

Accepted solution

As @WHolzwarth says the Rib command cannot handle it.  I think a sweep is a good choice to create the feature.
