1.) You have now installed Windows 10 directly on the PC, no Virtual Machine.
2.) Installed all Windows updates and hot fixes
3.) Installed Inventor with Hotfix 1
4.) Installed Excel and ran it once to accept the EULA
This is a very strange problem. If you use the search function in this Forum you will find not very many issues with the Hole Feature and in particular with this issue.
If you could do a ScreenCast video capture of what you are doing to get the issue it would help.

i did it before (Screen Cast with autodesk tool), do you want some specific new screen cast?
yes, it was very strange problem, even more complex than some difficult Blue screen problem in windows. Although i like Inventor so much, but i should use another software such as Catia. unfortunately, when hole feature is not available, some other feature will not accessible.
