Forcing a Quadrant Selection for a Dimension

Typically, a green grip (shown below) will appear when dimensioning to the midpoint of a quadrant. I am dimensioning the overall for this sub-assembly. For some reason, this particular selection does not work. Inventor wants to dimension as a diameter dimension only (shown below). Is there a way to force the selection? In AutoCAD, I could use OSnap for quadrants.

The green dot you show in your first image is not a quadrant snap, it is a mid-point snap.  An arc has a midpoint, of course, and a circle does not have a midpoint.

@SBix26 In the second image, how do I select that circle for the overall dimension of my sub-assembly?

Workaround:
Start a sketch on that view, project the circle and draw a tangent line from it.
Exit the sketch and dimension to that drawn line.

I don't know if it is possible to do it without the workaround...

That worked. Thank you. Can that be placed in the Inventor "enhancements" bucket? Meaning being able to dimension to any feature? Like AutoCAD, where you can use an OSnap to grab a quadrant, for example.
