Finish Comment in Drawing Template

I'm updating my companies drawing template right now and I really want to get some of the properties out of the finish feature in my default note block, but those properties don't populate until a part/assembly are inserted. I've tried populating it, then deleting the part and any carried properties, but new test drawings don't successfully keep the relation to the finish property. Anyone having success with this?

Just a direction i would explore...
Probably create an custom iProperty in your part templates (which will always exist for a new part), and link the finish property to the custom property.
In title block, you will use the custom iProperty.

Also create an iLogic rule to link the finish property (if exist) to the custom property.
