Open your template and place the views (any component) then save the template.

When you choose New and use this new template you will be prompted to browse for model (iam, ipt) to show on the preset views.

from the help pages:

-----------------------------------

Add default views

You can add default base views or projected views to the sheet formats in a template. Use any model to add the views. The template saves the information about the standard views. When you create a file from the template, you are prompted to select the model file from which to create the views

You can only create separate templates. One that stars in A4 model with one view, one that starts in A3 with 2 views, etc.

I have tried to add multiple sheets in drawing templates each with its own number of views thinking that you can delete the irrelevant sheets once drawing is created but that doesn’t work. Only first active sheet gets populated with views even thought Inventor prompts for model selection several times (for all sheets).

Edited:

Only active sheet gets populated with views, not first sheet but active sheet on template save.
