Drawing view label issue

Can please someone explain how to get rid of this issue.

If label text is manually edited and some space created before it, it creates dash lines in drawing view label.

Is this a bug or a setting? Thanks

Are there (2) predefined lines and the "-" is actually underlines? Have you checked the Styles and Standards to make sure there are no empty lines above the default callout?

Yes there are. I've made those spaces deliberately  to shift label lower below drawing view. Because otherwise label is to close to the view boarder and interfere with dimensions. I did not knew how to create that extra space otherwise...

I think this is an issue of having the label underlined and then adding the spaces above is causing the underline to also underline the blank spacing. If you underline the label first and then  add the spaces it wants to underline the spaces. If you add the spaces first and then highlight the label only and apply the underline it doesn't give you the extra 'dashes' that are really underlined blank spaces. 
I have included a video for reference to try and show this process.
