Any reason we don't have this "little yellow dot" so we can align angular dimensions to each other the way we do it for linear dimesions (screenshot below)?

Yes, it doesn't show.
It works this way:
Drag the dimension, not the line.
Drag it to touch the one you want to align. It'll "snap" and show dotted line.
It will be easier to select both and use Arrange Dimension:
