It's tricky.

Feature pattern didn't work well, I had to use solid pattern  and re-combine instead.

Splitting to only 1/32 of the full circumference and pattern this would work,too.

Using my build of Inventor 2016 I didn't see a failure when I deleted your Fillet6 and created it again, you might be short on a few updates.

Can you install the service pack and latest update from here and then try the fillet from scratch?

Still looks like a bug that requires workarounds.

I found another bug that is definitely a bug.

The project geometry command just refuses to work.

Did you try updating your version of Inventor with the service packs and updates and then attempting the fillet?

Regarding the project geometry problem you're experiencing, you need to record a Screencast or tell us exactly what you're attempting. I didn't see any bugs when I was looking at your file.
