DerivedPart_SP not showing up in Add-Ins Manager

I followed the tutorial published here to install the DerivedPart_SP add-in, but it never shows up in the manager. Is it not compatible with Inventor Professional 2017, or was a step skipped in the video?

if you're trying to scale items ..you can do that 2 ways now

I'm trying to scale a solid object along the Y axis. Is there a more up-to-date resource? The SDK usertools are all still present, they simply don't do anything when installed.

look at my last posted I updated it 

In 2016 and up it's in 2 different commands

and you can do what axis you want, in the direct edit way
