Hi tmccar,
You can use the Rectangular Pattern, Circular Pattern and Mirror tools to create copies of solids.
All of these tools have an option to pattern (or mirror) the entire solid and a create New Bodies button that will create the "copies" as new separate solid bodies.
Circular Pattern

Here is a video of new solids being created using the Circular Pattern tool, in this case being used to create a cut feature using the Combine tool:

Once the new body(s) is created you can use the Move Bodies tool to rotate the new solid, if it needs additional positioning.

I hope this helps.

I thought this was what I needed but...
I want to be able to rotate a solid (or feature) by itself. If I use circular or rectangular pattern, I have to keep the original part. But I want to delete the original part.

In your original problem statement you indicated Copy...
...since you don't need to Copy, simply use the Move Body command as decribed above.
Which program year are you using? Because if 2015, you should be able to move the body into an assembley and from there use the free move and free rotate commands. These will enable you to move the body and rotate it to wherever you may need. However as far as I know, there is no way to correctly measure this. Not sure if this helped or not but that's my input and best of luck to you!

But I don't get the option to rotate in "move bodies":
Hi tmccar,
Click the icon as shown to activate the "Move Type" action line in the dialog and then you should see a drop down option to change the action from Free Drag to Rotate as shown in the earlier image.
