I am relatively new to Inventor, but am trying to place a bolted connection between two parts in which I have a 3/8 " hole between each. More specifically, it is an L bracket connecting to base plate. I downloaded the Inventor Content Center Library and am able to find a bolt in the bolted connection fastener box on the right hand side of the window (And can see the green outline of the bolt being added) , but when I select OK, it gives an Error "Failed to insert component" and "Failed to insert all upper components of bolted connection." I have the correct Thread and diameter selected as well (ANSI Unified Screw Threads w/ a diameter of .375 in). Any assistance with this would be greatly appreciated!

That message usually indicates there's something wrong with the overall part and it can't make some feature or features of it. Did you check all your members (generate members) in the ipart to ensure they all were able to generate without any issues (prior to publish it)?
Also to use a custom hardware content center in bolted connection you need the following:
1. Start with an existing one and modify as needed. It will be easier that way when you go to the next step.
2. You need to author it as a hardware component.
3. It needs to be publish to the hardware section of your custom read/write content center library. Which means you first need to copy over the hardware section from a read only/provided content center library.

I suppose you want to create something like
It should work, we are not aware of any issue. Try to insert same bolt (same name = we use term same Content Center family, same size (diameter, length)) manually by Place from Content Center. Manual place from Content Center is test saying if all features of your bolt are OK.
