Am I doing something wrong? Inventor is too slow.

I simply do not understand, should I switch operating systems to 7 or 10? I have Windows 8.1 currently. My workstation is an Intel i7 6900k overclocked to 4.2 GHz with 64GB of 3000 MHz RAM, I am not thermal throttling at all. My OS and Inventor HSM Ultimate 2018 is installed on a Samsung 960 Pro M.2 NVMe SSD and I have an overclocked Nvidia Titan X...why is my CPU load between 6% and 16% with 2-4 cores out of 8 peaked and the others are nearly untouched in comparison, less than 20% RAM used and my GPU load is 0%? My assembly is saved to my boot drive and every bit of function I attempt to do takes an hour if it does it at all.
Why is this CPU based?? I understand I have close to 2,000 parts in this assembly that I am attempting to load, I do not expect it to be instantaneous...however I would like to work on it tonight and the fact that the hardware I have isn't being used to its potential is frustrating to say the least.
Is it me? I understand things have to be done in order, so I'm waiting for nearly 2,000 components to do what they need to in order accurately. Why is this not putting my components under a heavier load??
