UNABLE TO CREATE USERS IN AUTODESK ACCOUNT FOR 3DS MAX 2015

I have purchased a NEW 2015 annual lic to 3DS Max 2015.  I have downloaded the package and installed it.  I have created an autodesk account and i see my product listed.  I am unable to create new users in the account.  Whatever i do, whatever i try, i am unable to create users.  I try and launch 3DS Max 2015 and i get the warning of contact your administrator to request permission to use this product.  I have tried the main username and password that i created for my master autodesk account.  It still will not work. 

I have a case with support - the case number is:  10595023

PLEASE HELP!  i am unable to get intouch with anyone on the phone and this is extremely fustrating.
