AUTOCAD 2021 NOT OPENING ON WINDOWS 10

HI i recently installed Autocad 2021 from its official website, after i followed all installation procedures, and after having an installation sucessfull notice, the app just doesnt open.
The cursor changes to loading and then stop.It just doesn not open..
Can somebody please help me

After a full uninstall, delete, download, and install, I have changed the location of the file.  I am still getting

"acad.exe-System Error 'The code execution cannot proceed because AcPal.dll was not found.  Reinstalling the program may fix this problem.'"

Also, under the acad system error, I get "...AcUt.dll...""...acdb24.dll...""...ac1st24.dll...""...AcPal.dll..." These are some of the error messages I was receiving before.  

It almost seems to me that the 2023 download has an installer bug where it isn't installing the programs correctly.

This can also be a c++ / .net issue too

Does the download install, by default,  c++ and .net programs?  I have several of each on my computer as of today.

What should I do if all of that has failed to work?  I am able to open DWG TrueView with a dwg file, but that isn't autocad.  Any ideas?

@JSadaka0 Can you not just start AutoCAD on it's own from the program icon in Windows Start button?

No, I am receiving these issues when I try to open it from the desktop icon.  I did discover, yesterday afternoon, that Autocad 2022 works just fine.  It appears that Autodesk had me downloading Autocad 2023, and it appears that 2023 is missing some location files.  

Fortunatly, 2022 seems to work just fine.  Thanks for your help!
