Remove country kits from model controlled by a setting

When loading an InfraWorks model that was created with Country Kits installed, and the user has no Country Kits installed, an error message appears:
"The model requires additional content before it can be opened".

There is a workaround to load the model even with no Country Kits installed:

Open the model without installing a Country Kit for InfraWorks:

1. Open the "model.files" folder.
2. In the subfolder "unver", open the "ModelSettings.json" file.
3. Search for "RequiredContentPacks": [].
4. Remove the Country Kits from the file and save it.
5. Note: The model can be opened now, but changing the "ModelSettings.json" file might impact the model, especially when synchronizing the model to ACC Docs."
   

A user should not dig into JSON files and make edits there.

An option or setting should be available to control whether the model can be loaded without Country Kits.

Yes please.  I'd love to see more of my colleagues use Infraworks but workflows that require locating and deleting files is something only a power user should feel comfortable doing.
