I am currently trying to generate a boring toolpath on a cylindrical face without luck.
The strange thing about this is that the exact same model use to generate the path just fine, but it seems other strategies are also failing on the same face, yielding and error:
Warning: Selected face not in job model selection!
If I modify the part to have a taper, then the path generates.
I am using version 2019

For some reason your model isn't(or no longer) selected in the setup.
Pretty sure if you select the model correctly in the setup it will work again.

As stated before, the CAM use to export just fine.
Can't get it to work properly either.

Unfortunately, this is a known bug. Something broke in the move from 2019 to 2020 and the team is working on developing a fix for it. As you discovered, even the slightest taper to the part will allow for toolpath creation.
This is logged as CAM-14953. No ETA as of yet when it will be available
