shouldn't the difference be 10 mm 35-25 = 10

Because it is diameter! From your first picture: (35 - 25.3) / 2 = 4.85 mm which is correct. Same goes for other pictures: (35.3 - 25.3) / 2 = 5 mm.

No, I guess it's a confusion about measure tool; it is not measuring difference but DISTANCE between two entities which are concentric circles in this case and thus their distance is equal to R2 - R1 (not D2 - D1).

It's not about origin. What would you measure the distance between these two circles if you had a measuring tape? Fusion's measuring tool works the same way.
